  • Cato Institute: Tax and Budget Policy – A libertarian think-tank that works to limit government, founded by the conservative Koch brothers.
  • Center for Strategic and Budgetary Assessments (CSBA) - An independent, nonprofit public policy research institute established to promote innovative thinking about defense planning and investment strategies for the 21st century.

  • Center for Effective Government (formerly OMB Watch) – A non-profit describing its mission as building an open, accountable government that invests in the common good, protects people and the environment, and advances the national priorities defined by an active, informed citizenry.  Issues reports, including the recent Making the Grade: Access to Information Scorecard 2015 and Keeping You Safe: Does the 2016 budget request adequately defend public safety?  Under FedSpending.org, issued data on federal spending, last updated in October, 2012.
  • Center on Budget and Policy Priorities - A nonpartisan research organization and policy institute that conducts research and analysis on a range of government policies and programs, with an emphasis on those affecting low- and moderate-income people.  According to Opensecrets.org, most of their political funding goes to Democrats.  See their research on Congressional budget priorities.
  • Citizens Against Government Waste - A non-profit group that has campaigned to eliminate wasteful government spending.  It has also campaigned on behalf of the tobacco industry and against open source software. According to Opensecrets.org, in 2014 the only recipients of donations were Republicans.
    In Prime Cuts and The Congressional Pig Book, CAGW reports on its perspectives on wasteful government spending.
  • Committee for a Responsible Federal Budget - A “bi-partisan, non-profit organization committed to educating the public about issues that have significant fiscal policy impact.” Reports include, for instance, SGR [Sustainable Growth Rate] Continues to Slow Health Care Cost Growth and Update: Impending Fiscal Speed Bumps.
  • Concord Coalition: The Federal Budget -The Concord Coalition describes itself as a nationwide, non-partisan, grassroots organization advocating generationally responsible fiscal policy. According to Sourcewatch.org, the Concord Coalition advocates cutting earned benefit programs like Social Security and Medicare.
  • Congressional Quarterly/ CQ.com  - Ongoing coverage of trending federal budget issues.

  • Facing Up to the Nation's Finances - A nonpartisan initiative to “enable more Americans to confront and work through realistic choices for addressing the nation's long-term fiscal challenges.”  The project “aims to organize a non-partisan movement of citizens and leaders in honest public dialogue to call for meaningful action in confronting the various challenges to long-term fiscal stability. Among those challenges are the impending retirements of the baby boomers, the growth in health care costs, and the budget deficit and accumulated national debt.”
  • Heritage Foundation: Budget and Spending - A conservative “research and educational institute -- a think tank -- whose mission is to formulate and promote conservative public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense.” Advocates for a balanced budget and decreased federal debt.
  • National Journal Groups Policy Central: Budget Coverage - The National Journal is a publication that reports on the current political environment and policy trends.  It describes itself as: “Fiercely honest and scrupulously non-partisan, National Journal has a four-decade history of serving leaders in Washington—and around the country—with trustworthy, in-depth analysis on legislation, politics, and the structural trends shaping America.”  It is owned by Atlantic Media Company.
  • National Priorities Project - “[T]he only nonprofit, non-partisan federal budget research organization in the nation with the mission to make the federal budget accessible to the American public.” It reports on the impact of federal budget and spending priorities on the cities and states.   • Tax Policy Center - “[A] joint venture of the Urban Institute and Brookings Institution. The Center is made up of nationally recognized experts in tax, budget, and social policy who have served at the highest levels of government…TPC provides timely, accessible analysis and facts about tax policy to policymakers, journalists, citizens, and researchers.”
  • Taxpayers for Common Sense – A nonprofit “nonpartisan budget watchdog that serves as an independent voice for American taxpayers. Our mission is to ensure that the federal government spends taxpayer dollars responsibly and operates within its means.
